Haedo completed the 177-kilometer stage in 4 hours, 24 minutes, 10 seconds and picked up his fourth victory of the season, with Spain's Alberto Contador finishing safely in the pack to retain the yellow jersey.
"I found the space to pass them all," Haedo told the event's official Web site.
"My team did some impressive work to lead me out for the sprint. The best thing was to finish the job with a win."
Five riders -- Bram Tankink, Guillaume Bonnafond, Stephane Auge, Inaki Isasi and Anthony Delaplace -- broke clear after 16 kilometers and built up a lead of 8:10 at the 35-kilometer mark.
But the leaders' advantage was slashed in the final four kilometers as they jostled for position and the pack reeled them in one kilometer from the finish.
The stage was marred by minor crashes just a day after RadioShack rider Haimar Zubeldia broke his wrist in a fall and underwent surgery on Monday evening to ensure a quick recovery. The Spanish rider, a key teammate for Lance Armstrong in the mountains, is doubtful for the Tour de France, which begins July 3.
Wednesday's third stage is a 49-kilometer individual time trial from Monteux to Sorgues.
